The Commerce Commission

Situation

The Commerce Commission has a critical role in ensuring New Zealanders are not disadvantaged by businesses that seek to exploit their market positions or provide substandard services.  The organisation has offices in Wellington and Auckland, and deals each year with a growing level of consumer complaints, as well as initiating its own investigations. In 2013 the organisation had experienced significant growth and an increase in the complexity of its operations. Senior leaders were concerned at the emergence of non-collaborating silos, and wanted to create a common leadership approach across the whole organisation. Catapult was selected from more than 50 responses to a tender to run a leadership development programme for managers and team leaders.

Solution

Catapult worked at both the culture change and leadership development levels, including facilitating the creation of the Commission’s vision and strategy.  Catapult designed and delivered a comprehensive leadership programme delivered in three x two-day workshops, with peer support groups established and action planning built into the periods between workshops.

Results

Senior managers report a significant increase in leadership competency across tiers three and tier four. The Commission’s values have become active drivers of planning and delivery of services. Staff engagement scores have remained strong in the face of major change and growing pressure on the organisation. Feedback has improved, leading staff to report they feel more valued by their manager and the organisation. Personal grievance issues have decreased significantly. All managers across the different Branches have a shared leadership language and use the same frameworks and models. Catapult continues to deliver the programme to new managers and team leaders, and has been asked to design a programme for emerging leaders.
